Two things come to my mind, either it is an allergic reaction to fleas or food allergy. If I think of anything else I will post it when I get home from work

Well if its a food allergy, you can try to go with a grain free food that is usually the culprit. Now a flea allergy is more simple by getting rid of the fleas and keeping them off. Have you noticed any fleas on him?

Sometimes it may just be that he hasn't been groomed. The loose hair forms a "clump" and since it's not actually growing any more, the base of the hairs turn dry and flaky like in your picture. A gentle tug or a comb through will pull the clump out. A cat will usually like this hair being removed because it feels itchy. Especially since you adopted him recently I think he may just need a good combing.
When you comb him be sure to get down to the skin; not so hard that you will scratch his skin. Once his fur is clear of all the dead hair the combing will spread his skin's natural oils onto the hair and will make his hair more shiny. Do not EVER give a cat a bath without combing him first as any tangles will knot up even more.
